The legend is very common on late Roman coins, but the captive left of the emperor standing belongs to this type which is unique to Arcadius.
The obverse is even more distinctive. Only Arcadius has an AE2 with the hand of God holding a wreath crowning the emperor (His wife, Eudoxia, has a hand of God crowning the empress).
